The Role of Consumers in Agroecology

22 August 2024. The International People’s Agroecology Movements, IPAM, posed a central question as part of a webinar series “The Future is Now: Resilience and Sovereignty through People-led Agroecology”, namely: What’s the role of consumers in mainstreaming agroecology?

The International People’s Agroecology Movements, IPAM is a research-learning-action approach to agroecology that focuses on small-food producers and farming communities.

  • IPAM promotes agroecology as a sustainable approach to agriculture and food production and development, in the framework of food sovereignty, ecological and social justice.
  • It is an innovative approach developed by a network of farmers and women’s organisations, NGOs, researchers and academic institutions.
  • IPAM is a network of Field Learning Sites (FLS) situated in different communities across regions. The FLSs are training centres or campuses of farmers’ fields, CSOs, institutions and universities that offers on-site learning on agroecological farming methods, innovations and techniques. The FLSs offer structured sessions, study tours, visits, immersions and exchanges among farmers, students.

The webinar highlighted the roles consumers play in the creation of a just, healthy, equitable and sustainable food system. With a focus on civic participation beyond consumption, transformation in food systems was explored through the lens of the consumer.

Ultra-processed foods (UPFs) in Africa

African Centre for Biodiversity (2024) Ultra-processed foods (UPFs) in Africa. Synthesis briefing # 19 pp.

Factsheet 10 is the final in the series that considers the different dimensions of ultra-processed foods (UPFs) and highlights the serious environmental, social, economic and health implications of the expansion of UPF consumption in Africa.

UPFs are becoming the backbone of so-called ‘globalised diets’, displacing healthier whole foods as the logical destination of corporate-industrial agri-food systems. Affordability, accessibility, convenience and status are driving UPF expansion in low-income countries, as populations become more urbanised, with increased incomes from wage labour, and with less time available for food preparation.

UPFs constitute a core strategy of profit maximisation with their longer shelf life, quasi-addictive ingredient formulation and higher profit margins than healthier whole foods. Investment in UPF production in Africa is more than twice that going to farms and plantations. Corporations producing UPFs exert strong influence on laws and regulations, including through marketing, private funding of scientific research, sponsorships and lobbying for self-regulation.

Increasing consumption of UPFs is resulting in a massive increase in dietary-related non-communicable diseases and deterioration of the nutritional quality of overall diets. UPFs are often cheaper than locally produced fresh foods. Their production and distribution contributes significantly to environmental damage caused by the industrial food system, including biodiversity loss, land degradation, deforestation and greenhouse gas emissions.

There have been recent efforts to regulate some aspects of UPF consumption. However, these are primarily situated at the end of the product lifecycle through taxes, marketing restrictions, labelling requirements and limits on certain ingredients. Nutrition is framed as a matter of individual responsibility.

Policies must aim to effectively enhance production of and access to diverse foods and restrict the embeddedness of UPF, while strengthening local foodways and their ecological, social and health benefits. Any measures require effective regulations to ensure implementation, monitoring and penalties for non-compliance.

Countries represented include Kenya, Ethiopia, Zimbabwe, Uganda, Tanzania, and Senegal, with the event taking place at the World Agroforestry Centre over four days.

Director General of CIMMYT Bram Govaerts said the forum’s objective is to enhance research and innovation and ensure such advancements reach the farmers who need them most.

“Through this platform, we aim to improve the delivery of research and innovation to farmers. We will develop a strategic and tactical plan, seek resources for implementation, and ultimately benefit African farmers,” Govaerts said

Yujiang Ye, the Vice President of CAAS highlighted the academy’s ongoing commitment to supporting African nations and the broader Global South through training and technology transfer.

CAAS has trained 276 students from 38 African countries, making it a leading institution in agricultural education for African students,” said Ye, underscoring the significance of the China-Africa modern agriculture technology exchange.

The forum also provided an occasion to clarify strategies for increasing crop yields in Africa, particularly for corn, wheat, and dryland crops. It also seeks to share China’s experience in agricultural modernization and identify areas for collaborative cooperation between China, Africa, and CIMMYT.

The transition towards agroecological food systems and the development of both productive andresilient farming systems and value chains are complex processes. It requires new knowledge, competencies and policies to co-create solutions based on agroecological principles and the integration of scientific and local knowledge.

Therefore the Regional Multi-Actors Research Network (RMRN) projects is being implemented onregional scale to strengthen the capacity of the Regional Centers of Excellence (RCoE) and other actors which are to be selected by the subregional organizations (SROs), namely CORAF, ASARECA, and CCARDESA, to conduct agroecology research within their respective sub-regions . These RCoEs rely on stakeholder engagement to bridge the gap between the research, policy, and practice and provide a better understanding of Co-: the duties and responsibilities of researchers and policy makers and practitioners in promoting the green transition trough agroecology practices.

Panel Discussion

Note:
The Alliance for Food Sovereignty in Africa (AFSA) intends to commission an external evaluation of its Bread for the World-funded ‘Healthy Soil Healthy Food’ (HSHF) project. The four-and-a-half-year project runs from January 2021 to June 2025 and involves HSHF centres operated by AFSA’s local project partners in six countries: Senegal, Togo, Burkina Faso, Kenya, Uganda, and Tanzania.
