  • The Farmers’ Organizations for Africa, Caribbean and Pacific (FO4ACP) programme aims to increase the incomes and improve the livelihoods, food and nutrition security, and safety of organized smallholders and family farmers in African, Caribbean and Pacific countries by strengthening regional, national and local farmers’ organizations.
  • The programme is implemented by six regional farmers’ organizations, PAFO, Agricord, and the FAO Regional Office for Latin America and the Caribbean.

Context and background of FO4ACP 

Agriculture remains the backbone of ACP economies and is dominated by family farming. Throughout these regions, millions of smallholder farmers and rural producers have joined membership-based farmers’ organizations that represent their constituencies in policy processes and provide economic services. 

Farmers’ Organizations (FOs) are increasingly recognized as representatives of the farming community.  Within that context, since 2009, key support programmes were implemented by FOs and AgriCord with funding from the EU, IFAD and Swiss and French development agencies: 
  • Support to Farmers’ Organizations in Africa Programme (SFOAP) pilot phase (2009-2012), Farmers’ Africa (2013-2018) and its two interventions (the SFOAP main phase and Farmers Fighting Poverty (FFP)/Africa) and the Medium-term Cooperation Programme with Farmers’ Organizations in Asia-Pacific (MTCP) phase two (2013-2019). 
  • These programmes laid the foundation for strong strategic partnerships between IFAD and like-minded donors such as the EU to directly support capacity-building for FOs worldwide. The design of FO4ACP is based on the successful activities, the impact and the lessons learned from these programmes, and is the result of the joint effort of all involved stakeholders.
