FANRPAN 2021 Annual Policy Dialogue

28 -30 September 2021. FANRPAN 2021 Annual Policy Dialogue Catalysing Action to Transform Africa’s Food Systems

The objective of this dialogue was to convene a multistakeholder platform for meaningful dialogue and interaction among food systems actors inorder to catalyse action on the urgent implementation of coherent policies, strategies and innovative programmes to transform Africa’s food systems to deliver sustainable and healthy food for all.
The year 2021 is critical for food system transformation. Over the past 18 months, FANRPAN and its partners have responded to the United Nations Secretary General’s call to support a dynamic and harmonized global push to leverage changes in our food systems to deliver the Sustainable Development Goals (SDGs) by 2030 through the Food Systems Summit Dialogue process. FANRPAN and its partners participanted in and convened 6 independent United Nations Food System Summit (UNFSS) dialogues where challenges, opportunities, lessons and gamechanging solutions to Africa’s food systems were discussed.

This year’s FANRPAN Annual Regional Multistakeholder Policy Dialogue is being held a week after the UN Food Systems Summit and is critical for Africa’s food systems. It offers an opportunity for stakeholders to discuss the outcomes of the Summit and consider its implications for advancing the commitments made at the Malabo Heads of State Summit and the achievement of SDGs.

Agri4D Online Conference of the Swedish University of Agricultural Sciences (SLU)

28-30 September 2021
. Agri4D Online Conference 2021. Food Systems for New Realities. by SLU/Sweden.
  • Theme 2 of the Agri4D conference focuses on the role for smallholders within inclusive food systems that will enable rural and urban (producer and consumer) food and nutrition security. There is tremendous potential for smallholders to benefit from the current changes occurring within rural-urban food systems as greater proportions of developing country populations shift to being net purchasers of food, and as rural populations increasingly consolidate into new small towns, and as existing urban populations grow.
  • There are also high risks and many barriers, particularly in the face of changing land markets, declining plot sizes, rising agribusiness-Big Food industry interactions and changing dietary needs and preferences, not to mention changing climatic and environmental conditions, or disruptive pandemic health threats.

The impact of low input example farms on  climate - per hectare of agricultural area on average - was 82 to 88 % lower , taking into account the carbon sequestration in the soil in each cultivation system and the nitrogen surplus 43 % lower than today's average conventional agriculture in Sweden. Two scenarios, based on two different diets, showed that national self-sufficiency (for 11 million inhabitants by 2030) based on the example farms, using mainly local and renewable resources, could be produced on a total of 2.7 to 3.1 million ha (available today 3 million ha but historically 3.5). It requires however a radical dietary change with a 44 % reduction from today’s average consumption of meat from ruminants and at least 90 % less meat from monogastric animals

REPORT: Seed Markets for Agroecology

30 September 2021.
14:00 until 16:00 CET. Seed Markets for Agroecology

Webinar organised by Brot für die Welt (Bread for the World) / Brot für Alle (Bread for All) on the 30th September from to discuss the ACT Alliance EU PCD Discussion paper on "Seed Markets for Agroecology" which was published in December 2020, and translated into French.

With this briefing (15 p.), ACT Alliance EU intends to share insights on the forthcoming reform in 2021 of EU seed legislation with partners in the global South. The new EU Organic Regulation and the recent adoption of the European Green Deal are expected to have far reaching impacts on EU seed legislation.

The increasing concentration and global reach of the commercial seed breeding industry has contributed to the erosion of crop diversity. The few remaining EU, US and China-based seed companies are driving market expansion and are using their power in the market to influence political and legal (seed) frameworks. The EU itself has wide ranging influence as a donor, a standard setter and as a global actor in international food and agricultural fora. In particular, the EU’s trade policy continues to contribute to the loss of agrobiodiversity. Yet, despite its commercial value, the industrial food chain produces just 30 percent of global food supply. 70 percent of the world’s food comes from smallholder farming and the peasant food web supplies, which rely on seed produced and distributed through farm-based seed systems. REPORT: Are livestock always bad for the planet?

Are livestock always bad for the planet? Are livestock bad for the planet? Rethinking the protein transition and climate change debate. by Ella Houzer and Ian Scoones
PASTRES, September 2021

This report warns that the dominant picture of livestock’s impacts on climate change has been distorted by faulty assumptions that focus on intensive, industrial farming in rich countries. Millions of people worldwide who depend on extensive livestock production, with relatively lower climate impacts, are being ignored by debates on the future of food.

The report identifies ten flaws in the way that livestock’s climate impacts have been assessed, and suggests how pastoralists could be better included in future debates about food and the climate.

The report is published by the European Research Council-supported PASTRES programme and 13 collaborating organisations

A launch event to discuss the report was held on 27 September.

Speakers included Ian Scoones (PASTRES), Veronique Ancey (UN FAO), Fernando Garcia Dory (Rangelands Initiative/European Shepherds Network), Fiona Flintan (International Livestock Research Institute) and Engin Yılmaz (Alliance for Mediterranean Nature & Culture/Yolda Initiative). The event was held as part of the Italian government’s All4Climate series ahead of the COP26 pre-summit.

EU announces €140 million to support research in sustainable food systems

25 September 2021. Speaking at the Global Citizen Live event, President of the European Commission, Ursula von der Leyen, announced that the European Union is pledging €140 million to support research in sustainable food systems and tackle food hunger via CGIAR, formerly also known as Consultative Group for International Agricultural Research.

Why research in food systems transformation is key to ending hunger

The global climate crises, depletion of natural resources, and biodiversity loss are existential threats to humankind and the defining global challenges of our century. They are leading threats to providing sustainable food and nutrition security for all. Together, they propel poor health, inequalities, social upheaval, and conflicts.

Food systems are both a driver and a victim of these challenges. Yet — if managed and governed differently — they can be part of the solutions and a champion of change, leading other sectors with solutions and inspiration.

To succeed, knowledge, capacities, quality in the partnerships, contextualised innovations and coordinated global actions are of utmost importance.

A radical realignment of food systems around the world could accomplish an end to hunger and malnutrition in all its forms, while promoting gender equality, job creation, prosperous livelihoods, opportunities for youth, climate solutions, and environmental health. This is what CGIAR proposes to achieve through its 2030 Research and Innovation Strategy.

The EU support will strengthen CGIAR capacities and interventions to renew its research and innovation portfolio to address production methods, practices and related policies; and to scale up nature-based solutions and ecosystem-based approaches (e.g. agro-ecological and regenerative approaches, agroforestry, sustainable land management, etc.) to improve productivity based on ecological processes to contribute to economic, social and environmental sustainability.

New documentary The Ants and the Grasshopper

26 September
. New documentary The Ants and the Grasshopper This new documentary follows Anita Chitaya’s journey from her drought-hit village in Malawi to meet farmers and politicians in the US. For ten years, this documentary has been under production in Malawi and the United States.

Raj Patel, a professor of public affairs at the University of Texas at Austin and a member of the International Panel of Experts on Sustainable Food Systems,  worked with the Soils, Food and Healthy Communities (SFHC) team for more than a decade, documenting Chitaya’s work in a film called The Ants & the Grasshopper

Chitaya had first met Lupafya when she visited the pediatric nutrition clinic. The older woman, MamaLupafya as she is called, had supported her in a difficult marriage, one into which Chitaya had been coerced. Through attending workshops hosted by the SFHC, then by finding work as one of its trainers, and through long and difficult work in her home, Chitaya has transformed her marriage into one characterized by equality.
There are times when her husband, Christopher Nyoni, struggles to pull his weight in the house. He is afflicted by night blindness, a possible consequence of his own malnutrition early in life. When it gets dark, he is no longer able to cook or clean and needs help finding his way around the house. But by the light of day, he can be seen hunched over a stove or doing laundry or fetching water—all of which are traditionally women’s work. It is a sign of Chitaya’s success thatNyoni is keen to break with patriarchal tradition: “I do not want my son to get married the way I did,” he told me.

The pathway to transforming this and other gender relationships in Bwabwa lay through changing the culture around food. An initial effort to achieve this shift involved door-to-door organizing. Members of the SFHC would visit households with an expert and offer to teach men how to cook novel foods, such as soy. After an enthusiastic afternoon gathered around a stove, surrounded by exhortations to do better, the men promised they would change. They did not. So the SFHC farmers brainstormed an alternative.

A constant worry for men was the social stigma of doing the effeminate work of cooking. “What if my
friends see me?” asked Winston Zgambo. Having tried to cater to men’s embarrassment by offering private cooking lessons, the SFHC team tried the opposite. They held public cooking competitions for whole families. On Recipe Days, all men were involved in cooking—and it was fun. By gamifying the change in behavior through offering prizes and social recognition for success, the women cracked open the possibilities for changing not just food culture, but inequalities in power within the home.

Data from the SFHC’s work speak for themselves. Participation in the program moved children from being below the average weight for their age to surpassing the average. A recent study in which women farmers showed other mothers how to farm led to a range of benefits, from increased dietary diversity for children to lower maternal depression rates and higher rates of fathers’ participation in chores.
