Despite the increased use of innovation platforms in research for development projects and programs, a monitoring and evaluation framework that encompasses the dynamic nature of innovation systems and value chains is not available. In this paper, the authors aim to develop a monitoring and evaluation framework for understanding and assessing the performance of innovation platforms in the context of pro-poor value chains, based on a discussion of various approaches in livestock systems.
The objective of developing this M&E framework is twofold:
  1. Firstly, in the context of research for development (R4D) projects, it is meant for joint learning among project teams and the actors by assessing their performance and to get a better insight on the underlying issues in order to adapt a course of action;
  2. Secondly, it serves as a tool to generate research-based evidence for the effectiveness of IPs in livestock systems across different contexts.
