A monitoring and evaluation framework to assess the performance of innovation platforms in the
context of livestock value chains

Despite the increased use of innovation platforms in research for development projects and programs, a monitoring and evaluation framework that encompasses the dynamic nature of innovation systems and value chains is not available. In this paper, the authors aim to develop a monitoring and evaluation framework for understanding and assessing the performance of innovation platforms in the context of pro-poor value chains, based on a discussion of various approaches in livestock systems.
The objective of developing this M&E framework is twofold:

- Firstly, in the context of research for development (R4D) projects, it is meant for joint learning among project teams and the actors by assessing their performance and to get a better insight on the underlying issues in order to adapt a course of action;
- Secondly, it serves as a tool to generate research-based evidence for the effectiveness of IPs in livestock systems across different contexts.
