Les achats publics au service de l’agriculture familiale

28 juin 2016. Namur, Belgium. Séminaire organisé par le Collectif Stratégies Alimentaires dans le cadre du projet international «Echanges d'expériences et plaidoyer sur l'implication des organisations paysannes dans les programmes publics générateurs d'activités économiques à orientation emploi-environnement » financé par la Wallonie.

La journée était organisée autour de trois sessions :

Défis de l’organisation de l’offre : renforcer les capacités des producteurs. Les organisations de producteurs agricoles ou organisations paysannes (OP) jouent un rôle central dans la mise en place des programmes d’achats publics. Elles sont en effet impliquées dans l’analyse des conditions de mise en marché par les producteurs et la négociation de meilleures conditions de transaction appliquées par les acheteurs institutionnels. Elles interviennent également pour améliorer l’organisation de la filière en termes de programmation de l’offre en fonction de la demande (organisation de l’offre -étalement, groupage-, mise en marché collective, …). Elles interviennent dans le renforcement des capacités de leurs membres en termes de contractualisation, respect des conditions des cahiers des charges. Enfin, elles fournissent des services pour améliorer l’accessibilité des intrants et du crédit de campagne.
Défis de l’organisation de la demande : rencontrer les besoins des consommateurs tout en remplissant un rôle incitatif, au bénéfice des producteurs. L’achat public complique le métier d’intermédiaire entre le fournisseur et le consommateur. Ce « négociant » se doit de rencontrer les besoins des consommateurs tout en remplissant un rôle incitatif, au bénéfice des producteurs et/ou d’autres bénéfices sociaux et environnementaux. Jusqu’où ces deux pans de leurs métiers sont compatibles ? Comment arrivent-ils à adapter leurs manuels de procédures, leur logistique, la capacité de leur personnel pour s’adapter à cette double contrainte ?
Quelles conditions associer aux achats publics pour assurer un impact social et environnemental favorable ? De l’objectif politique à la mise en œuvre d’un programme d’intervention jusqu’aux aux incidences sociales et environnementales, le chemin est long. Il est pavé d’intentions, de mesures plus ou moins bien conçues, lesquelles sont appréhendées par les parties prenantes qui les transposent dans leurs activités d’entrepreneurs, d’institutions etc. Comment le pilotage de ces politiques et programmes fonctionnent-t-ils et prennent-ils en compte les constats des parties prenantes et les incidences sociales et environnementales réelles?

Echanges sur les partenariats OP-recherche-Etat

24-26 juin 2015. Dakar, Senegal. Le ROPPA, le CNCR et le CSA ont co-organisé dans le cadre du PAEPARD un atelier d’échange sur le thème du suivi des exploitations familiales.

C’est en particulier le thème du partenariat entre OP, recherche et Etat qui a été exploré, puisque ces acteurs partagent tous l’enjeu de mieux connaitre les exploitations familiales et leurs transformations.

Comment créer des synergies entre ces initiatives « paysannes » et « scientifiques », notamment pour éviter de dupliquer les efforts et de mieux valoriser les moyens disponibles, tout en renforçant le rôle des OP dans l’atteinte de la sécurité alimentaire en Afrique ? C’était la principale question posée par cet atelier.

Pour y répondre, l’atelier s'est basé sur plusieurs initiatives existantes (décrites ci-dessous) :

L’observatoire régional des exploitations familiales du ROPPA ;
L’Observatoire des Agricultures du Monde (WAW : World Agriculture Watch) ;
Les dispositifs paysans de suivi des exploitations familiales, notamment au Burkina, Mali, Togo, Côte d’Ivoire et avec un focus particulier sur le dispositif mis en place au Sénégal par le CNCR et le projet multi-pays PAMEF ;
Les dispositifs étatiques de recensement agricole, en particulier celui mis en place au Sénégal par la Direction de l’Analyse, de la Prévision et des Statistiques Agricoles (DAPSA).

L’atelier a rassemblé des représentants d’OP, de la recherche et des services étatiques autour de trois
sessions d’échanges :

Bilan des activités de l’observatoire régional du ROPPA
Enjeux et méthodes de suivi des exploitations familiales pour les OP, la recherche et l’Etat
Mécanismes de collaboration entre OP, recherche et Etat sur le suivi des exploitations familiales

Les échanges entre parties prenantes ont permis d’envisager un partenariat entre Etat, OP et Recherche visant à suivre et comprendre conjointement les transformations de l’agriculture en cours et à venir, en nourrissant un
dialogue informé nécessaire au pilotage stratégique et servant aux OP dans le suivi et le conseil aux exploitations familiales.

Institutional purchases to support family farming

23 April 2014. Brussels. This seminar organised by the Collectif Stratégies Alimentaires (CSA) gathered farmers’ organizations from the South and the North, NGOs and agri-agencies as well as researchers and policy-makers. It gave the opportunity to consider the possibilities of supporting family farming through institutional purchases, the difficulties met by public-law bodies to get them, confronted to their bonds to their respect for the game of competition law, transparency and the risk of patronage.

The constraints were discussed that arise to the producers and to their organizations in order for them to be able to answer the institutional demand. They are numerous, quite particularly in the countries where the family producers’ access to the markets face difficulties.

The World Food program (WFP) has been using its position of important foodstuffs applicant to favor the development of agriculture in the beneficiary countries of its food aid (Purchase for progress, or P4P).
In Wallonia, a platform is promoting procurement between communities and the Walloon producers
The "Zero Hunger" program distributes farm products to the Brazilians who are in a situation of social and food vulnerability. It is the “Program of Acquisition of Food”, integrated in the “Zero Hunger program” that purchases the food at a remunerative price at family farmers’ level. It is probably one of the most accomplished programs on the subject that carefully targets the institutional

purchases in order to support the family farming.
Annick SEZIBERA, General secretary of CAPAD (Confederation of the Associations of agricultural producers for development), presented its experience with the negotiation hurdles between CAPAD and the WFP/P4P program in Burundi
Jean Vettraino of Caritas France shared the document on Effets des interventions agricoles sur la nutrition: identifier et limiter les risques (15 pages, CIRAD/Action contre la Faim,10 Février 2014)

WFP's Purchase for Progress (P4P) initiative is generating a wealth of information on connecting smallholder farmers to markets. As 2014 is an evaluation year for the pilot initiative which ended in 2013, this video shares important lessons learned and challenges identified to date.

Structured Demand and Smallholder Farmers in Brazil: the Case of PAA and PNAE
October 2013. 35 pages.

The Centre of Excellence Against Hunger World Food Programme and the International Policy Centre for Inclusive Growth of the United Nations Development Programme (IPC-IG/UNDP) launched last year the Technical Paper “Structured Demand and Smallholder farmers in Brazil: the case of PAA and PNAE”. The study brings findings on two general institutional food purchase programmes in Brazil, the Food Acquisition Program (PAA) and the National School Feeding Programme (PNAE), as well as unpublished results of the PNAE.

The study reveals that the PAA and PNAE together contributed to increased purchases made by municipalities and local states directly from family farms. The two programs combined represent a potential demand of R$ 2 billion a year for the purchase of products of family farmers, which would have a great impact on the production and income of these farmers.

The IFAD Farmers' Forum

20 - 21 February. Rome. About 95 delegates from farmers' and fishers' networks, and an equal number of observers, attended the Farmers' Forum. The forum discussed a.o. the importance to invest in strengthening the technical, managerial and organizational capacity of FOs, as well as their governance mechanisms and leadership skills. IFAD and other development organizations are playing a role in this area.

Various concrete solutions have been proposed as a way forward for FOs, in many cases by drawing on successful experiences that have potential for replication. It was suggested that IFAD and other development institutions provide a combination of loans and grants to financially support FOs. This could build their capacity while making FOs more responsible as owners of their own path towards sustainability.

Djibo Bagna of the West African producers' network ROPPA listed a series of specific policy questions that must be answered as a prerequisite for rural transformation. For example, how will smallholders gain access to credit and markets? And how can we empower rural women and youth, and build the capacities of producers' organizations? "The road ahead is still very long," said Bagna.

Background:

The Farmers' Forum is an emerging, bottom-up process of consultation and dialogue between small farmers and rural producers' organizations, IFAD and governments, focused on rural development and poverty reduction. Fully aligned with IFAD's strategic objectives, the Forum is rooted in concrete partnership and collaboration at the country and regional level. Engagement with rural organizations at the field level and dialogue at the international level are articulated as mutually reinforcing processes. Following consultations at the national and regional level, the Farmers' Forum meets every two years for a global consultation, in conjunction with the Governing Council of IFAD.

Farmers’ organizations and agricultural research for development in Africa: roles, complementarity with others stakeholders and partnerships institutionalization

In the frame of the PAEPARD project , the CSA organized on September 27, 2011 a workshop in Brussels about: « Farmers’ organizations and agricultural research for development in Africa: roles, complementarity with others stakeholders and partnerships institutionalization ». The workshop report is now available on the CSA website in ENGLISH and in FRENCH.

This workshop gathered European NGOs and agri-agencies, African farmers ‘organizations, researchers and private sector’s representatives. It included presentation of experiences and debates.

The workshop was organized around two main questions:
1. What role for FOs and what complementarity with others stakeholders for:
2. How to formalize partnerships between FOs and others stakeholders inside agricultural research institutions, at level of
funding and governance mechanisms and the choice of research topics.

PAEPARD/CSA internal consultation for European NGO and FO

27th of September 2011. The objective of the European NGOs and farmer’s organizations consultation was to provide keys to reorient research towards more demand-driven approach for African family farmers.

The aim of the consultation was to highlight constraints and opportunities for more inclusive and balanced partnerships establishment, and elaborating a common view of what European NGOs and farmer’s organizations should promote into PAEPARD.

Based on results of the previous consultations and of the PAEPARD project, the consultation will allow to discuss about important questions raised by the previous consultations and the first results of the PAEPARD project:

o What role for FOs and what complementarity with others stakeholders for:

The translation of farmers needs in research questions (link with the base, formulation ...)
The dissemination of research results
The indigenous knowledge ‘s capitalization and exchange

o How to formalize partnerships between FOs and others stakeholders inside agricultural research institutions, at level of

Funding and governance mechanisms
Choice of research topics

The first question was expected to feed Work Package 3 (Communication), WP4 (Capacity building) and WP5 (Brokerage), while the second is expected to feed more specifically the WP6 (Advocacy).

European NGO meeting: reorient research towards more demand-driven approach for African family farmers?

22nd September. Brussels. CNCD – 11.11.11. 9, quai du Commerce. The Collectif Stratégies Alimentaires (CSA) organised a seminar (internal consultation on: How can European NGO reorient research towards more demand-driven approach for African family farmers?

Objective of the consultation for European NGO’s

This internal consultation for NGOs is in line with the WP1 of the PAEPARD project, aiming at improving the participation of civil society and private sector in ARD partnerships with Africa. The subjacent objective of the European NGO’s participation was, thanks to their experience, providing keys to reorient research towards more demand-driven approach for African family farmers. The aim of the consultation was highlighting constraints and opportunities for more inclusive and balanced partnerships establishment, and elaborating common view of what NGOs should promote into PAEPARD.

Participants

All European NGOs interested by food security and agricultural research are invited to the consultation, but number of participants will be limited to 30.
